Responsibilities

Within the assigned authority the incumbent will contribute specialized legal and criminal justice-related expertise for the planning, implementation, monitoring and evaluation of the UNOCT-UNODC-IPU Programme on the Role of Parliaments in Preventing and Countering Terrorism and Violent Extremism. Within assigned authority, the Programme Officer (Terrorism Prevention) is responsible for the following tasks:

•Contribute to the conceptualization, development, implementation, and evaluation of assigned programmes/projects, in particular under the framework of the UNOCT-UNODC-IPU Programme on the Role of Parliaments in Preventing and Countering Terrorism and Violent Extremism;
•Contribute to the planning, organization and implementation of and participate in legal and capacity building activities for national parliaments, especially workshops to review and draft national legislation, regulations and policy pertaining to counter-terrorism;
•Conduct in-depth legal analysis and review national legislation related to counter-terrorism;
•Identify legal gaps and provide assistance in the formulation and drafting of relevant laws, policy and regulations necessary to comply with international counter-terrorism standards;
•Carry out legal research to prepare guidelines, legal reports and working documents for parliaments on counter-terrorism related issues;
•Provide specialized legal advice/support to national parliaments on complex legal issues concerning counter-terrorism;
•Research, analyse and present information gathered from diverse sources;
•Prepare and contribute to various written outputs, including project documents, reports, technical briefings, background papers, legal papers, speeches, talking points, presentations and other documents, as required;
•Perform other duties as required.

Has knowledge of the mandate of the United Nations Office on Drugs and Crime in terrorism prevention. Education

Advanced university degree (Master’s degree or equivalent) in law is required. Specialization in criminal law and counter-terrorism is highly desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in legal affairs is required.
Experience in crime prevention with a focus on terrorism prevention is required.
Legal drafting experience, in both civil and common law legal systems is required.
Work experience at both national and international levels is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting skills is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
